One of the complications that many owners face with fully implementing HOTMA is the lack of understanding of what is required. CDRT, can review or create your TSP and Eiv Policy to make sure your portfolio is HOTMA compliant. Although the full Hotma Implementation is tentatively not until July 2025; portfolios are still required to have a HOTMA-compliant TSP and EIV Policies and Procedures on hand at the time of an MOR and the reviewer will scrutinize all certifications according to which plan was in effect at the time


HOTMA News:
- All Certifications with an effective date of 07/01/2025 must be Hotma compliant.
- The revised HUD model leases and the new HUD-9887/-9887A are still in the works; both documents are awaiting OMB approval.
- Prior reporting had confirmed that HUD would not issue findings based on HOTMA-related issues in 2024. Per FAQ document the grace period extends to July 2025.
- Multifamily Housing Programs has issued Notice H 2024-04 on February 28, 2024, giving owners of PBRA portfolio’s to amend their Tenant Selection Plans to May 31, 2024.
